Dr. H. Duante Duckett, Board Chairman
Dr. H. Duante Duckett is a native Baltimorean. He serves as the pastor, along with his wife Dr. Diane A. Duckett, of New Kingdom Faith Christian Church of Severn, Maryland. He has been preaching the gospel of Jesus Christ for 21 years.
Pastor Duante believes that the word is true in Matthew 9:37 “The harvest is plentiful, but the workers are few.” “Expanding the Kingdom by Executing ministry an Excellence” has become his personal theme for ministry.
Pastor Duante is deeply committed to presenting his whole life as a personal sacrifice for the kingdom of God. This is evident with his personal commitment to the ministries at New Kingdom Faith Christian Church. He believes you can never do too much for the kingdom.
Pastor Duante believes that continuing education is vital to advancing the kingdom. He currently holds an Associates degree in Information Management from the Community College of the Air Force, a Bachelors of Science degree in Business Management from the University of Phoenix and a Master of Divinity degree from Howard University School of Divinity. He completed his Doctor of Ministry degree at the Ashland Theological Seminary this year.
Pastor Duante recognizes that his family is the cornerstone of his ministry. He has been married to Pastor Diane for 32 years. They have 3 children, DeAirra, Diamante and Devin.
Richard Greene, Treasurer
As chief financial officer of Total Health Care, Richard Greene oversees all finance functions, including revenue cycle, financial reporting, grants, treasury management, and financial analyses. He is responsible for guiding the financial strategies and setting the financial priorities of Total Health Care.
Mr. Greene is both a CPA and attorney. While working as an attorney, Mr. Greene was the chief counsel to the Baltimore City Department of Finance, providing legal opinions and counsel to that department. He has more than 20 years of experience in the health care field. Prior to joining Total Health Care, Mr. Greene worked in both the private and public sectors in health care. He served as the CFO for Behavioral Health Systems of Baltimore, Baltimore Mental Health Systems, and Woodmore Health, and as accounting manager for Baltimore City Hospitals’ long-term care division.
Mr. Greene is a graduate of the University of Baltimore School of Business and its School of Law. He holds a bachelor’s in accounting and a juris doctorate in law. He also holds an MBA from Morgan State University and a master’s degree in legal letters from Georgetown University.
Christopher Pitts, Board Secretary
Christopher joined Capital Impact Partners in September of 2021, and currently serves as a senior program specialist for the DMV market. Christopher has spent the past 10 years in the social sector, providing solutions and strategies for communities of color. Most recently, he served as a portfolio management analyst for the Washington Area Community Investment Fund. Additionally, he served as the impact investing associate for Enterprise Community Loan Fund. He provided support for capital raising, as well as investment operations and marketing, including reporting support for the Impact Note program, a $40 million investment program financing affordable housing and community facilities.
In 2020, Christopher was selected for Leadership Greater Washington’s Rising Star program and Leadership Essentials, a leadership development program created by Leadership Howard County designed for rising stars in the county.
Christopher is a graduate of the University of Michigan-Ann Arbor and holds a bachelor’s degree in psychology, and currently is pursuing his MBA at the University of Maryland, Robert H. Smith School of Business.

Hosanna Asfaw-Means
Hosanna Asfaw-Means is a seasoned public health professional with more than 15 years of experience working in the public health arena. As the Director of Community Health Investment, she leads community health investments across Johns Hopkins University and Johns Hopkins Health System.
Prior to joining Johns Hopkins Ms. Asfaw-Means was with CareFirst, where she was responsible for managing community giving and social impact efforts in Maryland. She has also managed the Childhood Lead Prevention Program with the Baltimore City Health Department, a home-visiting program geared to prevent lead poisoning to Baltimore City residents, and served as a research fellow and senior program manager at the American Legacy Foundation (Legacy). Over the course of her tenure with Legacy, she provided technical assistance and training for several Legacy grantees, as well as took the lead role in launching community outreach efforts for a smoking cessation pilot program in Baltimore, MD and San Antonio, TX.
Ms. Asfaw-Means received her public health master’s degree in health promotion/disease prevention from The George Washington University, and her undergraduate degree in organizational studies from the University of Michigan, Ann Arbor. Ms. Asfaw-Means is a member of the Baltimore City Head Start Board, and co-chair of the Health Funders Affinity Group with the Maryland Philanthropy Network.
Danny Bellamy
Prior to joining Total Health Care as the Chief Executive Officer (CEO), Danny Bellamy demonstrated over 30 years of experience in the management and development of health care programs that impact Medicaid and commercial populations. With significant experience in direct health care delivery, operational implementation and negotiation of health plans, hospital services and contracts, Mr. Bellamy served as the senior operating executive for a specialized health plan that provided comprehensive services including case management to Medicaid SSI eligible beneficiaries as well as developing reimbursement strategies for services delivered to people with chronic conditions.
Mr. Bellamy has an extensive history with the HSC Health Care System, having previously served as its director of contracting and business development, and director of rehabilitation services at the HSC Pediatric Center. He has demonstrated experience managing over 150 employees in health care delivery ranging from primary care, managed care and hospital-based services. His background includes extensive government contract negotiations along with data analytics to support the development of stakeholder and health care provider relationships along with implementation of advance preparations for the valuation and acquisition of health care entities. Before joining HSC, he was a managing partner at MCA Washington, DC, where he was responsible for the start-up and overall management of a multi-specialty physician practice and multi-disciplinary allied health care entity. Mr. Bellamy served as a senior manager at the Greater Southeast Healthcare System long-term care division where over saw wellness programs and community based services funded by various foundations.
Mr. Bellamy has a Bachelor’s degree from Georgia Southern University and is currently seeking a Master’s degree in Health Informatics. He is a board member for the Maryland Association of Community Health Centers and has served as a board member for the Medicaid Health Plans of America. He has also served on the Jurisdictional Advisory Committee on Early Childhood Development.

Bernard Gyebi-Foster, MBA, LCPC
Bernard Gyebi-Foster, MBA, LCPC, is the first Chief Executive Officer in the history of Tuerk House, where he has led the organization’s transformation into a national model for comprehensive community and behavioral health. Renowned for his deep expertise in substance use disorder (SUD) treatment, Bernard began his career at Tuerk House as Clinical Director in 2011 before advancing to Executive Director in 2016 and ultimately CEO in 2023. In each role, his hands-on leadership and clinical background have allowed him to implement innovative, person-centered approaches, build integrated systems of care, and drive measurable outcomes for thousands of patients. Since taking the helm in 2016, Bernard has propelled Tuerk House through a period of unprecedented growth, fulfilling its vision to continuously expand the excellence, scope, and effectiveness of its community and behavioral health care services.
Under Bernard’s visionary leadership, Tuerk House completed a $10.2 million campus renovation, including the 2021 launch of the Andre Kennedy Center for Integrated Behavioral Health and Urgent Care. His innovative approach also led to the establishment of Maryland’s first crisis stabilization center in 2018, a pivotal asset in reducing non-critical emergency room visits in Baltimore.
In 2024, Bernard orchestrated Tuerk House’s first venture beyond Maryland state lines when the organization was selected to oversee deflection and sobering services in Multnomah County, Oregon. This expansion, along with the opening of a full-service pharmacy and new residential facilities in Baltimore, underscores his commitment to obliterating barriers to care.
As a member of the Board of Directors with the National Sobering Collaborative, Bernard is committed to advancing best practices in behavioral health nationwide. His people-first philosophy and strategic foresight have positioned Tuerk House as a leader in SUD treatment, earning it recognition from Newsweek as one of “America’s Best Addiction Treatment Centers” for four consecutive years.
Bernard’s contributions have been celebrated with multiple awards, including the Daily Record’s “Most Admired CEO” award, the Baltimore Business Journal’s “Leaders in Health Care” honor, and recognition among the “Power Shift 25.” These honors reflect his meaningful impact within Tuerk House, the industry, and the community, as well as his unwavering dedication to improving health care and outcomes for vulnerable populations.
Beyond his work at Tuerk House, Bernard also extends his commitment to the community as the founder and pastor of Christ Community Church. A proud veteran, Bernard completed an eight-year military career while pursuing his training as a Licensed Clinical Professional Counselor (LCPC). He is a graduate of both Leadership Maryland’s Executive Program (2024) and Baltimore Leadership (2019) and holds a Master of Business Administration degree from Regent University (2023), a Master of Arts degree from Liberty University (2010), and a Bachelor of Science degree from Virginia Commonwealth University (2006).
