Bernard Gyebi-Foster

Bernard Gyebi-Foster, MBA, LCPC

 

Bernard Gyebi-Foster, MBA, LCPC, is the first Chief Executive Officer in the history of Tuerk House, where he has led the organization’s transformation into a national model for comprehensive community and behavioral health. Renowned for his deep expertise in substance use disorder (SUD) treatment, Bernard began his career at Tuerk House as Clinical Director in 2011 before advancing to Executive Director in 2016 and ultimately CEO in 2023. In each role, his hands-on leadership and clinical background have allowed him to implement innovative, person-centered approaches, build integrated systems of care, and drive measurable outcomes for thousands of patients. Since taking the helm in 2016, Bernard has propelled Tuerk House through a period of unprecedented growth, fulfilling its vision to continuously expand the excellence, scope, and effectiveness of its community and behavioral health care services.

Under Bernard’s visionary leadership, Tuerk House completed a $10.2 million campus renovation, including the 2021 launch of the Andre Kennedy Center for Integrated Behavioral Health and Urgent Care. His innovative approach also led to the establishment of Maryland’s first crisis stabilization center in 2018, a pivotal asset in reducing non-critical emergency room visits in Baltimore.

In 2024, Bernard orchestrated Tuerk House’s first venture beyond Maryland state lines when the organization was selected to oversee deflection and sobering services in Multnomah County, Oregon. This expansion, along with the opening of a full-service pharmacy and new residential facilities in Baltimore, underscores his commitment to obliterating barriers to care.

As a member of the Board of Directors with the National Sobering Collaborative, Bernard is committed to advancing best practices in behavioral health nationwide. His people-first philosophy and strategic foresight have positioned Tuerk House as a leader in SUD treatment, earning it recognition from Newsweek as one of “America’s Best Addiction Treatment Centers” for four consecutive years.

Bernard’s contributions have been celebrated with multiple awards, including the Daily Record’s “Most Admired CEO” award, the Baltimore Business Journal’s “Leaders in Health Care” honor, and recognition among the “Power Shift 25.” These honors reflect his meaningful impact within Tuerk House, the industry, and the community, as well as his unwavering dedication to improving health care and outcomes for vulnerable populations.

Beyond his work at Tuerk House, Bernard also extends his commitment to the community as the founder and pastor of Christ Community Church. A proud veteran, Bernard completed an eight-year military career while pursuing his training as a Licensed Clinical Professional Counselor (LCPC). He is a graduate of both Leadership Maryland’s Executive Program (2024) and Baltimore Leadership (2019) and holds a Master of Business Administration degree from Regent University (2023), a Master of Arts degree from Liberty University (2010), and a Bachelor of Science degree from Virginia Commonwealth University (2006).

Mayra Diaz

 

Mayra Diaz serves as the Chief Operating Officer at Tuerk House, where she oversees operations across multiple programs and plays a central role in clinical excellence, compliance, and organizational growth. She joined Tuerk House in 2013 as a substance abuse counselor, working directly with individuals navigating addiction and recovery. That frontline experience deepened her understanding of the systems and support structures that clients and staff depend on and drove her commitment to building stronger programs from the inside out. Over the years, she advanced through roles including Lead Counselor and Clinical Supervisor before becoming Director of Clinical Programs and Operations, ultimately stepping into her current role as COO.

Since assuming the position, Mayra has led multiple program expansions, supported new levels of care, and strengthened compliance and operational systems across the organization. She works closely with clinical and administrative teams to translate organizational vision into practical, day-to-day systems, managing regulatory readiness, supporting site leadership, and problem-solving everything from staffing challenges to program growth. Her colleagues describe her as driven, compassionate, dependable, and direct, and she was recognized by the Baltimore Business Journal through their “People on the Move” distinction.

Mayra holds a Bachelor of Science degree in Human Services from Hilbert College and is credentialed as a Certified Associate Counselor–Alcohol and Drug (CAC-AD) and Board-Approved Supervisor, with more than 15 years of experience working with diverse populations, including those experiencing chemical dependency, homelessness, community corrections involvement, and incarceration. Motivated by a belief that strong systems and compassionate leadership are the foundation of lasting change, Mayra remains focused on creating sustainable, high-quality programs that help individuals rebuild their lives—while supporting the dedicated staff who make that work possible every day.

Maud Aryee, DNP, CRNP, PMHNP-BC, FNP-C

 

Maud Aryee, DNP, CRNP, PMHNP-BC, FNP-C, serves as the Chief Clinical Officer at Tuerk House, where she provides strategic leadership and clinical oversight across the organization’s full continuum of care. With more than 25 years of clinical experience as a Doctor of Nursing Practice and dual‑certified Nurse Practitioner in both psychiatric mental health and family practice, Maud brings her deep and comprehensive understanding of behavioral health, addiction medicine, and integrated care models to the Tuerk House leadership team.

Since joining Tuerk House in 2018, Maud has managed clinical operations for integrated behavioral health, inpatient services, residential programs, CSC, Opioid Treatment Program (OTP) and CCPC -Portland. Her day-to-day responsibilities include regulatory compliance, policy development, workforce training, quality improvement, and ensuring that Tuerk House’s clinical teams are supported in delivering safe, effective, and compassionate care. Known for being collaborative, decisive, and solution‑oriented, Maud is widely respected for fostering strong interdisciplinary partnerships and elevating clinical standards across the organization.

With her diverse background—which includes holding roles in direct patient care, clinical operations, program development, and executive leadership—Maud has shaped a management approach that is grounded in evidence‑based practice, trauma‑informed care, and a strong commitment to equitable, patient‑centered treatment.

Her defining accomplishments at Tuerk House include leading major enhancements to clinical workflows; expanding integrated behavioral health services, including the development of a state‑of‑the‑art methadone clinic; spearheading the opening of a deflection and sobering center in Portland, Oregon; strengthening interdisciplinary communication; and guiding the organization through successful regulatory audits.

Maud holds a Bachelor of Science degree in Nursing from Stevenson University. She earned her Master of Science in Nursing and Family Nurse Practitioner degrees from Walden University in Minneapolis, Minnesota, and her Psychiatric Mental Health Nurse Practitioner degree and Doctorate from Wilkes University in Pennsylvania. She holds national board certification as a Family Nurse Practitioner through the American Academy of Nurse Practitioners (AANP) and as a Psychiatric Mental Health Nurse Practitioner through the American Nurses Credentialing Center (ANCC). She is a member of the American Society of Addiction Medicine (ASAM) and the American Psychiatric Nurses Association (APNA).

Outside of work, Maud remains active in professional development, community engagement, and mentorship. She enjoys participating in volunteer initiatives, contributing to professional organizations, and prioritizing personal wellness and family time.

Chris Maynard

 

Chris Maynard serves as the Director of Fund Development and Capital Projects at Tuerk House, where he works directly with donors, foundations, banks, community partners, and other externally facing health and human service agencies that support the organization on the capital and programmatic fronts. Chris joined Tuerk House in 2019 after the organization became a subsidiary of Total Health Care, a non-profit health center dedicated to ending health inequity in Greater Baltimore and beyond, where he previously served as the Director of Major Gifts.

In his role, Chris is known for being energetic, passionate, outgoing, and excellent at nurturing and maintaining strong relationships. His fundraising endeavors are driven by his steadfast dedication to Tuerk House’s mission—to go beyond traditional care by offering comprehensive services and top-level facilities that meet everyone’s whole-health needs.

Since joining the organization, Chris has proudly led multiple fundraising efforts and significant capital projects, such as the Tuerk House Main Campus multi-year capital project. This major achievement included securing funding over a 4-year period during the pandemic—which was a challenging yet rewarding feat for Chris and his team.

Chris holds a Bachelor of Science degree in Marketing from Fairfield University and a Master of Non-Profit Management degree from Regis University. He is honored to be entrusted with the responsibility of helping Tuerk House continue to grow by molding the pathway forward financially. When he is not at work, you can find Chris coaching soccer in the Howard County community and serving as an active Board Member with the Howard County Police Foundation.

Kisun Peters

 

Kisun Peters serves as the Director of Finance at Tuerk House, where he leads financial operations and drives strategic planning in service of the organization’s mission to expand access to treatment for underserved communities.

Kisun’s path to financial and business development leadership is grounded in direct experience. He joined Tuerk House in 2019 as an Intake Specialist, working on the front lines with individuals seeking care. That work gave him a firsthand understanding of the barriers people face in accessing treatment and a clear sense of purpose in helping the organization grow its capacity to serve them. He went on to help build Tuerk House’s data and informatics infrastructure before stepping into his current role in October 2023.

Since becoming the Director of Finance, Kisun has delivered measurable results. He has strengthened compliance with GAAP and federal and state regulations, secured $13 million in grants and government contracts, and generated $80,000 in donations and rebates through strategic vendor relationships. His ability to translate complex financial and program data into actionable insights has made him a trusted partner to leadership teams across the organization.

Kisun holds a Bachelor of Science from the University of Pittsburgh and a Master of Science from Johns Hopkins University. He is currently completing a Master of Business Administration at the University of Pittsburgh, expected in December 2026.

Driven by a belief that effective financial stewardship is inseparable from social impact, Kisun approaches his work at the intersection of organizational sustainability, equity, and compassionate care.

Agatha Ukaegbu, DNP, FNP-BC, PMH-BC, RN

 

Agatha Ukaegbu, DNP, FNP-BC, PMH-BC, RN, serves as the Director of the Crisis Stabilization Center (CSC) at Tuerk House, where she leads clinical operations and oversees the care of individuals experiencing acute behavioral health and substance use crises. She joined Tuerk House as its first-ever CSC nurse practitioner, stepping into a role that had not previously existed within the program. That foundational experience placed her at the front lines of addiction medicine and allowed her to grow from novice to expert in managing the complex, co-occurring needs of CSC clients. Over the years, she expanded her psychiatric expertise by transitioning to Tuerk House’s Integrated Behavioral Health Services (IBH) division, where she served as a psychiatric nurse practitioner before returning to the CSC in her current role.

Since stepping into her role, Agatha has focused on strengthening the CSC’s operations, ensuring regulatory compliance, and building a team culture rooted in compassion and accountability. She collaborates closely with emergency departments and community partners, manages program budgets and grant resources, and intervenes in complex clinical decisions while keeping the day-to-day needs of both staff and patients at the center of her work. She was honored with the Tuerk House Executive Director Staff Education Award in 2024 and recognized as a Healthcare Hero by the Daily Record in 2025.

Agatha holds dual Bachelor of Science degrees in Biology and Nursing, a Master of Science degree in Nursing with a psychiatric nursing specialty, and a Doctorate in Nursing Practice. Her clinical background spans medical-surgical, telemetry, critical care, addiction medicine, and psychiatric nursing—experience that informs both her patient care philosophy and her approach to organizational leadership. She is also a past chairwoman of the Umuokpu Mbaise of Maryland women’s group, reflecting her commitment to service beyond the walls of Tuerk House. Motivated by a belief that every patient deserves access to high-quality, stigma-free care, Agatha remains focused on advancing evidence-based interventions, mentoring emerging healthcare professionals, and cementing her legacy as a leader who elevates both the people she serves and the teams who make that service possible.

Afua A. Addo-Abedi, BCPS, BCPP, B.M.Sc., M.B.A., Pharm.D.

 

Afua A. Addo-Abedi, BCPS, BCPP, B.M.Sc., M.B.A., Pharm.D., serves as the Director of Pharmacy at Tuerk House, where she implements a wide range of pharmacy services—from inventory and financial management to clinical support and medication insight and education. With a passion for psychiatry and SUD treatment, which began during her clinical rotations, Afua joined the Tuerk House team in 2023 as the organization was preparing to launch its first on-site pharmacy.

With her guidance and expertise, Tuerk House’s pharmacy services have grown exponentially—with one of her proudest accomplishments being the implementation of  the Pyxis™ automated dispensing systems. This achievement has greatly improved medication management, patient safety, and inventory regulation at Tuerk House. Afua wholeheartedly believes in and practices the whole-patient approach and is dedicated to investing in collaborative practices that make medication more readily available to Tuerk House patients.

Afua holds a Bachelor of Medical Science degree from The University of Western Ontario in London, Ontario, Canada; a Doctor of Pharmacy degree from University of Maryland School of Pharmacy; and a Master of Business Administration degree from University of Baltimore. She completed her residency at Sibley Memorial Hospital and is a Board-Certified Psychiatric and Pharmacotherapy Pharmacist.

Outside of work, Afua is the President and Founder of 501(c)(3) nonprofit called Caleb’s Corner, where she dedicates her time and energy to raising funds to improve health care education in Ghana. In addition to her love of service, Afua is passionate about knitting, dancing, and being a proud soccer mom.

Kofi Owusu-Antwi, MD

 

Kofi Owusu-Antwi, MD, serves as the Medical Director at Tuerk House, where he is responsible for the supervision and management of medical endeavors within the organization as well as bridging all efforts of the administrative and medical staff. In addition to fostering collaboration between Tuerk House’s administrative and medical teams, Dr. Owusu-Antwi ensures regulatory compliance, develops key medical policies and initiatives, and oversees  clinician performance for the community health services delivered to patients.

Dr. Owusu-Antwi is board certified in Internal and Addiction Medicine. He graduated from the State University of New York, Albany, with a Bachelor of Science in biology and from The American University of the Caribbean in Saint Maarten, with a Doctor of Medicine. He completed his residency training at University of Maryland School of Medicine, Midtown Campus, where he also was a fourth-year chief resident. Dr. Owusu-Antwi has an indispensable passion for teaching and mentoring residents and medical students in conjunction with providing quality patient care at Tuerk House.

Some of his most notable honors and awards include: Postgraduate Year II Resident of the Year Award from Maryland General Hospital (2006); Golden Apple Award for Teaching Attending of the Year, which was awarded for his dedication and excellence in medical teaching (2009, 2010), Physician of the Year Award (2009, 2010), and the Chairman’s Award (2011) from the University of Maryland, Midtown.

In his free time, Dr. Owusu-Antwi enjoys pursuing hobbies and interests such as traveling, exercising, watching sports, and relaxing whenever he gets the chance.

Joshua Owusu-Gyimah

 

Joshua Owusu-Gyimah is the Director of Information Technology (IT) and Privacy at Tuerk House, where he oversees the organization’s cybersecurity posture, technology infrastructure, and regulatory compliance. His work centers on building systems that protect patient data while ensuring seamless access to health information across Tuerk House’s programs and facilities.

Before stepping into his current role, Joshua served as Supply Chain and Logistics Manager starting in July 2022, where he modernized procurement operations and introduced technology-driven solutions that improved organizational efficiency and accountability.

Joshua holds a Bachelor of Science in Information Systems from Rutgers University. Beyond Tuerk House, he serves in the United States Air Force Reserve. He is a fan of professional basketball, football, and soccer, and enjoys traveling with his family.

Tyrone Lacy Jr.

 

Tyrone Lacy Jr. serves as Regional Food Service Director at Tuerk House, where he oversees the delivery of safe, nutritious, and wellness-focused meals across seven facilities. With more than 23 years of experience in food service operations, spanning nursing homes, skilled nursing facilities, and assisted living environments, Tyrone brings expertise in high-volume meal planning, budgeting, and team leadership. Since joining Tuerk House in 2023, he has supervised a team of 8 kitchen staff members responsible for preparing and delivering three meals daily to residents across all locations, ensuring every meal supports health, recovery, and stability.

Tyrone has implemented significant operational improvements, most notably redesigning the menu system from a traditional five-week rotation to a seasonal approach with spring/summer and fall/winter menus that adjust with peak-season produce. Leveraging his three associate degrees in the areas of Culinary Arts, Hospitality and Restaurant Operations Management, and Holistic Nutrition and Wellness, Tyrone routinely accommodates diverse dietary needs and food allergies by thoughtfully substituting ingredients while maintaining meal quality and nutritional standards. He manages all aspects of food service, ensuring consistency and accountability across multiple locations while maintaining adherence to Tuerk House’s high standards.

Beyond his work at Tuerk House, Tyrone has successfully operated his own catering company for over 24 years, an experience that has deepened his culinary expertise and kept him connected to industry trends and best practices. Driven by the opportunity to positively impact the lives of individuals in treatment, Tyrone is committed to building high-performing food service operations that deliver reliable, compliant, and compassionate service while supporting Tuerk House’s mission of health and recovery.

Dr. H. Duante Duckett, Board Chairman

 

Dr. H. Duante Duckett is a native Baltimorean. He serves as the pastor, along with his wife Dr. Diane A. Duckett, of New Kingdom Faith Christian Church of Severn, Maryland. He has been preaching the gospel of Jesus Christ for 21 years.

Pastor Duante believes that the word is true in Matthew 9:37 “The harvest is plentiful, but the workers are few.” “Expanding the Kingdom by Executing ministry an Excellence” has become his personal theme for ministry.

Pastor Duante is deeply committed to presenting his whole life as a personal sacrifice for the kingdom of God. This is evident with his personal commitment to the ministries at New Kingdom Faith Christian Church. He believes you can never do too much for the kingdom.

Pastor Duante believes that continuing education is vital to advancing the kingdom. He currently holds an Associates degree in Information Management from the Community College of the Air Force, a Bachelors of Science degree in Business Management from the University of Phoenix and a Master of Divinity degree from Howard University School of Divinity. He completed his Doctor of Ministry degree at the Ashland Theological Seminary this year.

Pastor Duante recognizes that his family is the cornerstone of his ministry. He has been married to Pastor Diane for 32 years. They have 3 children, DeAirra, Diamante and Devin.

Richard Greene, Treasurer

 

As chief financial officer of Total Health Care, Richard Greene oversees all finance functions, including revenue cycle, financial reporting, grants, treasury management, and financial analyses. He is responsible for guiding the financial strategies and setting the financial priorities of Total Health Care.

Mr. Greene is both a CPA and attorney. While working as an attorney, Mr. Greene was the chief counsel to the Baltimore City Department of Finance, providing legal opinions and counsel to that department. He has more than 20 years of experience in the health care field. Prior to joining Total Health Care, Mr. Greene worked in both the private and public sectors in health care. He served as the CFO  for Behavioral Health Systems of Baltimore, Baltimore Mental Health Systems, and Woodmore Health, and as accounting manager for Baltimore City Hospitals’ long-term care division.

Mr. Greene is a graduate of the University of Baltimore School of Business and its School of Law. He holds a bachelor’s in accounting and a juris doctorate in law. He also holds an MBA from Morgan State University and a master’s degree in legal letters from Georgetown University.

Christopher Pitts, Board Secretary

 

Christopher joined Capital Impact Partners in September of 2021, and currently serves as a senior program specialist for the DMV market. Christopher has spent the past 10 years in the social sector, providing solutions and strategies for communities of color. Most recently, he served as a portfolio management analyst for the Washington Area Community Investment Fund.  Additionally, he served as the impact investing associate for Enterprise Community Loan Fund. He provided support for capital raising, as well as investment operations and marketing, including reporting support for the Impact Note program, a $40 million investment program financing affordable housing and community facilities.

In 2020, Christopher was selected for Leadership Greater Washington’s Rising Star program and Leadership Essentials, a leadership development program created by Leadership Howard County designed for rising stars in the county.

Christopher is a graduate of the University of Michigan-Ann Arbor and holds a bachelor’s degree in psychology, and currently is pursuing his MBA at the University of Maryland, Robert H. Smith School of Business.

Hosanna Asfaw-Means

 

Hosanna Asfaw-Means is a seasoned public health professional with more than 15 years of experience working in the public health arena. As the Director of Community Health Investment, she leads community health investments across Johns Hopkins University and Johns Hopkins Health System.

Prior to joining Johns Hopkins Ms. Asfaw-Means was with CareFirst, where she was responsible for managing community giving and social impact efforts in Maryland. She has also managed the Childhood Lead Prevention Program with the Baltimore City Health Department, a home-visiting program geared to prevent lead poisoning to Baltimore City residents, and served as a research fellow and senior program manager at the American Legacy Foundation (Legacy). Over the course of her tenure with Legacy, she provided technical assistance and training for several Legacy grantees, as well as took the lead role in launching community outreach efforts for a smoking cessation pilot program in Baltimore, MD and San Antonio, TX.

Ms. Asfaw-Means received her public health master’s degree in health promotion/disease prevention from The George Washington University, and her undergraduate degree in organizational studies from the University of Michigan, Ann Arbor. Ms. Asfaw-Means is a member of the Baltimore City Head Start Board, and co-chair of the Health Funders Affinity Group with the Maryland Philanthropy Network.

Danny Bellamy

 

Prior to joining Total Health Care as the Chief Executive Officer (CEO), Danny Bellamy demonstrated over 30 years of experience in the management and development of health care programs that impact Medicaid and commercial populations. With significant experience in direct health care delivery, operational implementation and negotiation of health plans, hospital services and contracts, Mr. Bellamy served as the senior operating executive for a specialized health plan that provided comprehensive services including case management to Medicaid SSI eligible beneficiaries as well as developing reimbursement strategies for services delivered to people with chronic conditions.

Mr. Bellamy has an extensive history with the HSC Health Care System, having previously served as its director of contracting and business development, and director of rehabilitation services at the HSC Pediatric Center. He has demonstrated experience managing over 150 employees in health care delivery ranging from primary care, managed care and hospital-based services. His background includes extensive government contract negotiations along with data analytics to support the development of stakeholder and health care provider relationships along with implementation of advance preparations for the valuation and acquisition of health care entities. Before joining HSC, he was a managing partner at MCA Washington, DC, where he was responsible for the start-up and overall management of a multi-specialty physician practice and multi-disciplinary allied health care entity. Mr. Bellamy served as a senior manager at the Greater Southeast Healthcare System long-term care division where over saw wellness programs and community based services funded by various foundations.

Mr. Bellamy has a Bachelor’s degree from Georgia Southern University and is currently seeking a Master’s degree in Health Informatics. He is a board member for the Maryland Association of Community Health Centers and has served as a board member for the Medicaid Health Plans of America. He has also served on the Jurisdictional Advisory Committee on Early Childhood Development.

Adrianna Moore,

 

Adrianna Moore is a social worker with more than ten years of experience working in the Baltimore area serving mission driven organizations. She is an administrator respected for building and sustaining relationships.
